The Agreement
Judicial Agreement for Full Reparation related to the rupture of dams B-I, B-IV and B-IVA at the Córrego do Feijão mine, in Brumadinho/MG. The object of the Agreement is to define VALE's obligations to make and pay, aiming at the full reparation of the socio-environmental and socio-economic damages caused as a result of the breach, in addition to financial compensation measures.
The Reparation Plan
The Socio-Environmental Reparation Plan presents, among other topics, the diagnosis of the impacts resulting from the rupture of the B-I, B-IV and B-IVA dams of the Córrego do Feijão mine, in Brumadinho/MG, as well as the actions for the integral socio-environmental reparation of the Paraopeba River basin.
The Role of Auditing
The Agreement provides for the performance of independent external audits to assess the achievement of the agreed objectives, the expected results and the effectiveness of the execution of the measures in relation to the technical norms and standards established. AECOM was appointed as a socio-environmental auditor.
The Agreement
The Judicial Agreement for Full Reparation was signed between the State of Minas Gerais, the Public Prosecutor's Office of Minas Gerais (MPMG), the Federal Public Prosecutor's Office (MPF) and the Public Defender's Office of Minas Gerais (DPMG) and VALE, and was signed on February 4, 2021.
The Agreement provides for VALE's "obligations to do" and "obligations to pay". The obligations to do comprise measures that must be carried out by VALE or the company contracted for socio-environmental remediation. Obligations to pay, on the other hand, are reparatory measures that provide for the transfer of a specific amount to the Government to carry out an action, work or project.

All content is carefully evaluated by the environmental audit, which issues its comments and recommendations through Technical Notes. The competent environmental agencies carry out the technical evaluation and deliberate on the recommendation for approval or not by the Parties.
Intended to present the socio-environmental conditions of the Paraopeba River basin before the occurrence of the dam rupture to substantiate the reference conditions that will be the target of the reparation actions.
Organization: This document is divided into: Past Diagnosis - Physical Environment, Past Diagnosis - Biotic Environment, and Past Diagnosis - Socioeconomic Environment.
Situation: Validated, upon compliance with pending recommendations, in April 2023 by the Promitters.

The Role of Auditing
Since February 2019, AECOM has been carrying out an independent socio-environmental audit of the emergency actions being carried out by VALE, in accordance with the contract under the Conduct Adjustment Agreement (TAC) signed between the parties, the Public Prosecutor's Office of Minas Gerais (MPMG) and Vale S.A. on February 15, 2019.

Annex II.1 comprises the plans, programs and projects that are prepared by the consulting company hired by VALE, Arcadis, through the Social and Environmental Reparation Plan for the Paraopeba River Basin. The Chapters that make up the Social and Environmental Reparation Plan were prepared by Arcadis and are technically analyzed by the audit. Subsequently, all content is analyzed and approved by SISEMA and the final validation is carried out by the Promitters.

Modality: Obligation to Do:
Annex II.2 comprises the programs and projects for compensation of environmental damage already known. The first step is the detailing of the projects indicated in the Agreement by VALE. According to the prioritization of the Committers, the projects are budgeted and are approved by the Committers, supported by the Audit. To date, the following projects have been prioritized:

- 2. Red Lists
- 3. Ethical population management of dogs and cats
ERSHRE
The Human Health and Ecological Risk Studies (ERSHRE) aim to identify the potential risks to human health and the environment due to the presence of tailings in the soil and waters of the Paraopeba River and to define intervention strategies if the risk is verified. The Studies will be carried out in three spheres: Public Health, Environment and Ecological.
AECOM is the auditor assigned to ERSHRE since the Term of Commitment signed by the Public Prosecutor's Office of Minas Gerais and Vale, on February 15, 2019. The Agreement provides for the continuity of the Studies (ERSHRE), funded by Vale, in compliance with the standards, guidelines, indicators and methodology already approved by the Ministry of Health and other competent public agencies.
Limits of Operation
To ensure transparency and alignment with AECOM's responsibilities, the reparation actions that are not part of the socio-environmental audit are highlighted on the side:
- All Obligations to Pay
- All Annex I, which deals with socioeconomic reparation
- Annex II.3, which deals with Water Security Projects
- The initiative for the universalization of Basic Sanitation provided for in Annex II.2, which will be carried out by the municipalities
